Bachelor of Science (BS), East Tennessee State University (ETSU), 1972 with a major in real estate and minor in military science.   ETSU military science program included Army flight training and was commissioned as Second Lieutenant, infantry officer, on graduation.  Training in the military included Basic Infantry Officer Course and Airborne School.  Military service completed at the rank of Captain.


Master of Science (MS) in Real Estate Appraisal from University of St. Thomas, Minneapolis, MN.


Master of Business Administration (MBA) from King University, Bristol, TN.


All but the dissertation completed in Doctor of Education (Ed.D.) degree program at East Tennessee State University.


Awarded the MAI, SRA, and AI-GRS designations by the Appraisal Institute.

Qualified as an expert witness in numerous courts in Tennessee and Virginia. Klutz has served as an instructor for the Appraisal Institute and as the instructor for the appraisal course at East Tennessee State University.  Mr. Klutz is presently serving as a member of The Appraisal Journal Review Panel.
